W. Heming supports a proposal of his G.W. des Voeux, that the proportion of the consideration for land sales which is taken by annual payments should be increased. The system of a fixed moderate rental, supplemented by a competitive premium, was adopted in 1851 (see vol. herewith) "deliberately in order to enable substantial lessees.
It may
be observed that it is the plan adopted on the large London Estates. (e.g. Grosvenor, Portland, and Bedford) and that the proportion taken as premium on
